Chuck Gilbert was born in La Jolla, California in 1941. He spent his childhood in Tulsa, Oklahoma and Midland, Texas. He attended George Washington University in Washington, D.C. from 1960-1966 where he earned his B.A. in History and his M.A. in Student Personnel. In 1972, he earned his Ph.D. in Institutional Research at SIU, Carbondale, Illinois.
Chuck spent 34 years (1972-2006) at Western Illinois University in the administrative office of Institutional Research and Planning. He served as director for thirteen years. During his time at WIU Chuck was involved in city and county government:
McDonough County Board 1979-2002
McDonough County Finance Committee from 1994-2002
Macomb's first-ward alderman from 2002-2006
Additionally, from 1992 to present, he has been an active member of Western Illinois Regional Council (WIRC), an administrative governmental agency serving the planning needs of local governments in a five-county region. He served as WIRC chairman from 1997-2004 and from 2016-2017. Chuck also collaborated with Macomb Area Industrial Development Corporation's (MAIDCO), an economic development arm of the McDonough County, from 1994-2006. He served on the board of directors, serving as president from 1998-1999.
In 2006, Chuck married and moved to Nauvoo, where he was appointed chairman of the Planning Commission and served from 2006-2012. From 2012-present, Chuck has served as first ward alderman and as chairman of the Finance and Personnel Committees. He is a board member of the Hancock County Development Organization and sits on the Executive Committee. Chuck has been a board member of Prairie Hills RC&D since 2006 and is a representative from this board to the board of Prairie Land Conservancy where he has been a member since its inception in 2008.
